This type of skin treatment destroys the topmost layer of the skin. But this is only for the damaged skin so to remove the damaged layer. In otherwords, it peels of the damaged layer of your skin and let the healthie layer to regrow properly.
This type of treatment is effective for aging wrinkles, marks, dark lines and blemeshies. It smoothes the skin to look younger.

No, skin laser resurfacing is not for skin color change. It is used for damaged skin only. Try rather a healthy diet and lifestyle to get glowing skin.

Damaging skin promotes healing. Normally skin does not produce new collagen as we age, but when damage heals (like when you cut yourself) the skin will produce new collagen. Laser resurfacing prompts the body to produce new collagen as it heals the damage, which is why the skin will look more youthful afterwards. Lasers can be used to change the color of scars, freckles, and blemishes in some cases, and a side effect of laser resurfacing can be discoloration, especially if you have a darker skin color to start with.
